Description of the vulnerability 

The Twilio module can be installed on Drupal.

However, an attacker owning the "access administration pages" permission can perform some operations which should not be allowed with this permission.

An attacker can therefore perform reserved operations via the Drupal Twilio module, in order to escalate his privileges.
